New Delhi: Prime Minister Narendra Modi landed at Swami Vivekananda Airport around 7:40 PM in a special aircraft and will attend the conference on November 29 and 30. He was received by Union Home Minister Amit Shah, Governor Ramen Deka, Chief Minister Vishnu Deo Sai and other public representatives. This marks Chhattisgarh's first time hosting the conference of DGPs and IGPs. Security has been significantly intensified across Nava Raipur and nearby areas with over 2,000 police personnel deployed under a multi-layered security grid. Officials have stated that this high-level meeting aims to evaluate progress on critical policing challenges and design a future roadmap aligned with the vision of “Surakshit Bharat” and “Viksit Bharat.”
The three-day national conference, which began earlier on Thursday at the Indian Institute of Management (IIM) Raipur, revolves around “Viksit Bharat: Security Dimensions.” It will address pressing national challenges such as Left Wing Extremism, counter-terrorism, disaster management, women’s safety, and the incorporation of forensic technology and artificial intelligence (AI) in modern policing. A detailed strategic discussion on preventive measures and capability enhancement is expected with top officials contributing insights into evolving security threats and how India’s internal structure must evolve.
Officials highlighted that the objective is to assess current policing strategies and accelerate policy execution to secure national stability. Focus areas include border surveillance, digital crime tracking, and strengthening intelligence frameworks. As India progresses toward its development goals, the conference will stress the role of effective policing in preserving internal peace. The Prime Minister will also confer the President’s Police Medals for distinguished service, acknowledging officers who contributed exceptional efforts to internal security and public protection.
The session will explore integration of artificial intelligence in surveillance, crime prediction, and forensic analysis. The Home Ministry has pushed for expansion of technological capabilities across states, calling it pivotal in crime prevention. The government's strategy encourages modernization of police forces through training, equipment upgrades, and better inter-agency coordination to handle national-level threats.
The conference will be attended by the Union Home Minister, National Security Adviser, Ministers of State for Home Affairs, DGPs of all states and Union Territories, along with heads of central police organizations. Top-ranking officials from the Home departments of states/UTs and select officers in the ranks of DIG and SP have also been invited, highlighting the event’s significance.
Experts believe this high-profile platform could shape long-term internal security reforms, particularly as global risk patterns evolve. Discussions are likely to initiate strategic shifts in intelligence sharing and inter-state cooperation. With Prime Minister Modi present, officials anticipate fast-tracked policy implementation on critical areas like anti-terror operations and rural safety measures.
Hosting the event in Chhattisgarh—one of the regions long affected by Left Wing Extremism—indicates the Centre’s intent to strengthen security at the grassroots level. The decision underlines confidence in the state’s administrative capabilities and its importance in future internal security planning.
